GM HR (Manufacturing)

We are proud to be partnering exclusively with one of Indonesia's largest and most established conglomerates in East Java. With a sprawling multi-entity operation and a highly diverse workforce across corporate and production environments, they are searching for a General Manager of Human Resources, based in Surabaya.

This is a senior leadership role for an HR professional who is ready to operate at scale, drive people strategy across a complex multi-entity group, and build the HR capability the business needs for its next phase of growth.

Our client needs a mature, commercially grounded GM HR — someone who has led an HR function in a large, operationally intensive environment and understands the nuances of managing both corporate and factory workforces. This is not a role for someone still finding their leadership voice; it requires presence, decisiveness, and the ability to influence at the most senior levels of a group.

You should bring:

• 12–18 years of progressive HR experience, with at least 5 years in a senior HR leadership role
• Background in large-scale manufacturing, industrial, or vertically integrated operations — experience managing HR across multiple entities or production sites is a strong advantage
• Strong Industrial Relations capability — you have navigated union relationships, PKB negotiations, and labour disputes with confidence and composure
• Experience managing a mixed workforce — corporate and white-collar professionals alongside large blue-collar and factory floor populations
• Solid capability across the full HR spectrum: talent acquisition, performance management, learning & development, compensation & benefits, and compliance
• The ability to operate across multiple subsidiaries and sites — aligning HR practices without losing sight of the specific needs of each entity
• Strong stakeholder management and executive presence — you are credible with the Board, BU leaders, and factory managers in equal measure
• A systems thinker who can bring structure and consistency to a complex, multi-layered HR environment
• Comfortable being based in Surabaya and travelling to operational sites across East Java and beyond as required

What You Will Do

• Lead the HR function across the group, setting the people strategy and ensuring its execution is consistent, practical, and aligned to business priorities across all subsidiaries
• Own the Industrial Relations agenda, managing union relationships, overseeing PKB negotiations, and ensuring the organisation remains compliant and well-positioned in a complex labour environment
• Oversee talent acquisition and workforce planning at the group level, ensuring the business always has the people it needs to operate and grow
• Drive performance management across the group, building consistency in goal-setting, review cadence, and calibration across corporate and manufacturing populations
• Lead learning and development initiatives from frontline capability building on the factory floor to leadership development for the managerial pipeline
• Oversee compensation, benefits, and rewards structures, ensuring the group remains competitive, internally equitable, and commercially sustainable
• Partner with the Board and group leadership to shape and evolve the people agenda as the business continues to scale
• Build and develop the HR team across the group, elevating capability, clarifying accountabilities, and ensuring each entity has the HR support it needs
• Ensure full compliance with Indonesian labour law and regulatory requirements across all entities and sites
