Key Responsibilities
- Advise Executive Leadership on external affairs, regulatory developments, political dynamics, and stakeholder-related risks that may impact business operations, growth, and strategic objectives.
- Build and Maintain Strategic Relationships with government authorities, including the Ministry of Energy and Mineral Resources (Kementerian ESDM), regional and local government agencies, community leaders, NGOs, industry associations, and other key stakeholders.
- Develop and Execute Government Relations and External Affairs Strategies that support corporate objectives, strengthen stakeholder engagement, and enhance the company’s social license to operate.
- Lead Advocacy and Policy Engagement Efforts by monitoring legislative and regulatory developments, preparing position papers and policy recommendations, and representing the company in consultations, industry forums, and government discussions.
- Manage Community and Stakeholder Relations by addressing land access matters, social issues, community concerns, and stakeholder expectations to minimize operational disruptions and foster positive community partnerships.
- Oversee Regulatory Compliance and Permitting Support through proactive engagement with relevant authorities and stakeholders to facilitate timely approvals, ensure compliance with applicable regulations, and support operational continuity.
- Provide Leadership in Crisis and Risk Management by anticipating, assessing, and mitigating social, political, regulatory, and reputational risks, including community resistance, land disputes, regulatory audits, and other sensitive external issues.
- Strengthen Cross-Functional Collaboration and Team Capability by partnering with operations, legal, environmental, communications, and business development teams, while leading, mentoring, and developing a high-performing government relations and external affairs function.
Key Requirements
- Demonstrated leadership experience in government relations, external affairs, public policy, stakeholder engagement, or community relations, with a proven ability to lead and develop high-performing teams.
- Educational Qualifications: Bachelor’s degree in Political Science, Public Policy, Law, International Relations, Environmental Science, Business Administration, or a related discipline. A Master’s degree or professional certification in government affairs, mining policy, sustainability, or a related field is preferred.
- Excellent communication, negotiation, and influencing skills, with the ability to build credibility and maintain effective relationships across executive leadership, government institutions, regulators, industry associations, NGOs, and local communities.
- Extensive industry experience, with a minimum of 10–15 years in government relations, public affairs, regulatory affairs, or stakeholder management, including significant experience within the mining, energy, natural resources, or related sectors.
- Proven track record in regulatory and stakeholder management, including permitting processes, land-related matters, community engagement, and navigating complex regulatory environments, particularly within Indonesia.
- Strong knowledge of the Indonesian regulatory landscape, mining legislation, government structures, ESG principles, sustainability frameworks, and emerging policy developments affecting the mining and natural resources sectors. Experience engaging with Kementerian ESDM and other relevant authorities is highly desirable.
- Strong strategic, analytical, and crisis management capabilities, with demonstrated success in assessing risks, resolving stakeholder conflicts, managing sensitive issues, and operating effectively in dynamic, high-complexity environments.
- Willingness to travel frequently and work in remote or site-based Locations, with a high degree of cultural awareness, professional integrity, adaptability, and commitment to responsible and sustainable business practices. An established network across government, industry, and community stakeholders is an advantage.
